Official information about the 2007-2031 RTP is provided by the Lane Council of Governments, which is the official Central Land Metropolitan Planning Organizatioon (MPO) responsible for meeting federal metropolitan transportation planning requirements.

RTP Update Status

RTP Overview

The Regional Transportation Plan guides planning and development of the transportation system within the Central Lane Transportation Management Area (TMA). The federally-required RTP includes provisions for meeting the transportation demand of residents over at least a 20-year planning horizon while addressing transportation issues and making changes that can contribute to improvements in the region’s quality of life and economic vitality. It includes consideration of all transportation modes: roadways, transit, bikeways and pedestrian circulation, as well as freight movement and regional aspects of air, rail and inter-city bus service.

The regional planning process thus ensures that the planning activities and investments of the local jurisdictions are coordinated in terms of intent, timing, and effect. Projects in the RTP are initiated at the local and state level (i.e., within the planning processes of the cities of Eugene, Springfield, and Coburg; Lane Transit District, Lane County and the Oregon Department of Transportation – ODOT). Those projects that anticipate Federal funding or are regionally significant with potential impact on air quality must be included in the RTP.

In compliance with the Federal Transportation Equity Act for the 21st Century (TEA-21), and with the Oregon Transportation Planning Rule (TPR), the RTP contains transportation policies and expected actions, and is financially constrained to revenues reasonably expected to be available over the planning period. The RTP also includes demonstration of compliance with federal and state air quality requirements.

The RTP must be updated at least every four years, and must include participation by the citizens of the region.

On December 9, 2004, the 2004-2025 RTP was adopted by the Metropolitan Planning Committee, and has been approved by US Department of Transportation. Previously, TransPlan served as both the federally-required Regional Transportation Plan and the state-required local Transportation System Plan (TSP) for Eugene/Springfield. Now, with the expansion of the Metropolitan Planning Organization (MPO) boundary to include Coburg (due to population growth determined in the 2000 Census), the RTP serves as the federally required plan for the new MPO area, while TransPlan will continue to serve as the state-required plan for the Eugene/Springfield area.
